With powers over income tax devolving to Scotland, policy-makers, charities and donors need to wrestle with the knotty issue of how the prospect of different income tax rates in different parts of the UK could impact on the Gift Aid system.  In this session you will hear about the policy-making challenges this presents and have the opportunity to discuss possible solutions.

Presentation from Anne-Marie Roberts, Head of Taxation (Scottish Taxes and Indirect Taxes), ICAS and Helen Donoghue, Charity Tax Group.  The speakers will be joined by Michelle Stokell, Charities Senior Tax Policy Advisor, HMRC for a Q&A/discussion.  Chaired by Jenny Bloomfield, SCVO.

Anne-Marie’s presentation will include a brief overview of VAT assignment in the context of the fiscal framework.  However, the main focus of this session will be the VAT challenges for charities arising from their role as providers of public services.  This session will also highlight the different VAT arrangements which apply to the sector and to other types of organisation delivering public services.
